This is all on the heels of positive economic news: U.S. applications for jobless payments fell to the lowest since 2008, and European governments are considering cutting interest rates on emergency loans to Greece and using European Central Bank contributions to plug a financing gap for the second bailout. WTI for March delivery rose as much as 66 cents to 2.97 a barrel on the New York Mercantile Exchange. Brent oil for April settlement was down 19 cents at 9.92 a barrel on the ICE Futures Europe exchange, after advancing to 0.70 earlier, the highest since June.
